i think this is something that only happens on university campuses. i remember coming across the same kind of doors somewhere on campus, in a building i'd never had class in, i was just in there to find a prof for something with amnesty. it threw me off guard but i basically just shrugged it off and blamed on my tired brain. but no, it's still there!
